Dr. Reginaldo Célio Sobrinho is a Doctor of Education and has a Post-Doctorate in Education from
the Federal University of Grande Dourados / MS (UFGD). He is Associate Professor of the Department
of "Political Education and Society" at the Federal University of Espírito Santo in Vitoria, Brazil,
he is the leader of the research group "School Policies, Management and Inclusion: contexts and
social processes". Professor of the permanent staff of the Postgraduate Program in Education - PPGE
/ UFES, line of research "Special Education and inclusive processes". Coordinator of the Center
for Teaching, Research and Extension in Special Education (NEESP). Develops research and studies in
the field of the sociology of education and educational policies, with topics of interest: implications
of budget policy to ensure the right to education of children, adolescents, youth or adults with disabilities
and / or pervasive developmental disorders and high capacities / giftedness; family and school relationship;
access and permanence policies for students with disabilities and / or pervasive developmental disorders
in common education in national and international realities.
Dr. Miguel Vargas Martin

Dr. Miguel Vargas Martin is Professor of Computer Science at Ontario Tech University.
He has a Ph.D. (Computer Science) from Carleton University, a Master's (Electrical Engineering) from
CINVESTAV from IPN, and a Bachelor of Science (Computer Science) from UAA. Dr. Martin is a licensed
professional engineer in the province of Ontario and CEO of PHractal.ca. His research focuses primarily
on computer authentication paradigms and the use of phenomena of the human mind through brain-computer
interfaces, as well as proven techniques in the field of psychology. Most significantly, the use and
reliance on machine learning over the last decade has made him a data scientist using the scientific
method in combination with machine learning algorithms and feature engineering
techniques, to make sense of large data sets from the real world and adjust data models in response to data
changes over time. In addition, he is currently exploring artificial intelligence for companion robots by
drawing on his deep learning / machine learning expertise and experience with the phenomena of the human mind.
Idle areas that lost traction for various reasons include network steganography in the form of hidden Wi-Fi channels,
adaptive online learning systems, and the fight against child exploitation on the Internet.
PhD. Yue-Ting Siu

The PhD. Ting has Ph.D. from the University of California at Berkeley & San Francisco State University.
She is a professor-researcher at San Francisco State University, California in the Department of Special
Education and coordinator of the Program on Visual Disabilities, and Assistant Professor. His main teaching
responsibilities include courses in methods in visual impairment (VI), such as Medical, Educational and
Rehabilitation Implications of Visual Impairment; Special populations; Problems in VI; Evaluation and coordination
strategies for future teachers and related seminar program. Dr. Ting's research prioritizes the connections between
research and practice. Her areas of interest and work span the following areas: Role of communities of practice in
supporting the professional development of itinerant teachers; Development of educational practices and technology
that support multimedia accessibility; Teacher adoption of technology, including professional use, assessment, and
implementation with students.
